Stephen Horton

Steve leads McGuireWoods Consulting’s communications and digital arm and designs strategies to mobilize supporters and key decision makers for clients across the country.

Steve develops innovative strategies for energy, healthcare, gaming, cannabis and manufacturing clients. He has overseen campaign teams and dozens of referenda including survey research, message development, and winning narratives delivered through digital strategies and grassroots support.

Steve has served on the board of governors for the Saint Christopher’s School for Boys in Richmond, Virginia since 2023.
