Stephen Horton

Steve leads the MWCAdvocacy team, the national communications and digital arm of McGuireWoods Consulting.

Steve designs communications strategies to mobilize activists and influencers for clients across the country.

Steve develops innovative strategies for clients largely in the energy, health care and manufacturing industries. He and his team have overseen hundreds of campaign efforts for clients across the United States. Those efforts have often included critical survey research, message development and winning narratives delivered through digital strategies and grassroots support.

Before joining McGuireWoods Consulting, Steve was deputy chief of staff to the governor of Virginia and political director for numerous statewide political campaigns.

Steve has served on the Board of Governors of Saint Christopher’s School for Boys in Richmond, Virginia, since 2023.
