Scott Binkley is a senior vice president at McGuireWoods Consulting, where he serves as a leader within both the firm’s federal public affairs team and its national multistate strategies practice. Scott advises corporations, local governments, trade associations and nonprofit organizations on complex federal government affairs matters and the design and implementation of comprehensive multistate public affairs strategies. He works extensively with clients in the artificial intelligence (AI), health care and emerging technology sectors to navigate evolving policy and regulatory landscapes at both the federal and state levels.
As part of the firm’s federal team, Scott advises clients on congressional engagement, appropriations strategy, competitive federal funding opportunities and strategic positioning before key committees and leadership offices. He partners with growth-focused organizations to advance policy priorities related to AI, health care innovation and next-generation technologies, while also working with local governments and nonprofits to secure federal funding and build bipartisan support for priority initiatives.
In his role on the national multistate strategies team, Scott draws upon his experience working with Republican state-level elected officials across the country to provide clients with unique insights on multistate policy trends, advocacy campaigns and coordinated state-level engagement strategies. Leveraging decades of experience with national organizations and elected officials, he helps clients stay ahead of policy shifts, navigate complex legislative environments and advance strategic objectives in state capitals nationwide.
In the 2016 election cycle, Scott served as executive director of the Republican Lieutenant Governors Association (RLGA), significantly expanding the organization’s size, influence and political spending. Scott served as the director of corporate membership at the Republican Governors Association’s (RGA) during the historic 2014 election, achieving record fundraising totals and electoral success nationwide. Scott maintains strong relationships with Republican governors and state-level elected officials across the country.
Scott worked in various capacities in the Capitol Hill office of then-House Policy Chairman Tom Price. A graduate of Georgia College (B.A.), Scott is a native of Atlanta, Georgia.
