Paul J. Reagan is a senior vice president and director of McGuireWoods Consulting’s federal public affairs group, where he assists clients with matters before Congress and the executive branch. Paul brings to the practice a broad range of experience at the federal and state levels of government, as well as in media relations and communications.
Prior to joining McGuireWoods Consulting, Paul served as chief of staff to Virginia’s Governor Terry McAuliffe (2014-2018), where he assisted the governor in the day-to-day management of a state government with more than 120,000 employees and a biennial budget of some $90 billion. He served as Governor McAuliffe’s transition director in the late fall and winter of 2013. His other experience in Virginia state government includes serving as communications director to Governor Mark R. Warner from 2002-2005.
Paul’s 25-year career on Capitol Hill includes service as chief of staff to U.S. Senator Jim Webb (2007-2013); chief of staff to Virginia Congressman Jim Moran; and communications director to Congressmen L.F. Payne (D-Va.); Owen Pickett (D-Va.) and Rick Boucher (D-Va.). He also served as counsel to the House Science Subcommittee on Research from 1993-1994, where he worked on issues affecting university research policy, the National Science Foundation, and the Office of Science and Technology Policy (OSTP).
In 2005, Paul was appointed to the State Board for Community Colleges by Governor Mark Warner. In 2018, Governor Ralph Northam appointed him to the George Mason University Board of Visitors. Paul is a recipient of the 2017 Distinguished Alumni Award from the Antonin Scalia Law School of George Mason University.
