Billy is a senior advisor of state government relations in McGuireWoods Consulting’s South Carolina office. He possesses extensive knowledge and experience with the budgetary and legislative process, and has developed strong relationships with key lawmakers and staff members.
Prior to joining McGuireWoods Consulting, Billy served as chief operating officer of Hodges Consulting Group. He also possesses a long history of public sector service having spent 16 years as a member of the South Carolina House of Representatives, where he chaired the budget-writing Ways and Means Committee. He then joined the administration of Governor Jim Hodges as Budget and Legislative Director and later as his Chief of Staff for three and a half years.
Billy assists clients with traditional lobbying, economic development and government contracts, and specializes in education, healthcare, state budget and telecommunications issues.
