Payne, who attended Amhert Elementary School and graduated from Amherst County High School, was joined by Rep. Bob Goodlatte, R-6th District, Del. Ben Cline, R-Rockbridge, and Amherst Mayor Jack Bailey among others.
Payne entertained the hometown crowd with a tale of how he and Warner joined to help a Virginia community outwit the federal government to complete a resevoir project after the government decided that the reservoir could not be filled because it would have damaged an area designated for wetlands.
