AUSTIN, Texas – Jim Sheer, a respected Texas Capitol veteran with deep policy roots in both government and the private sector, has joined McGuireWoods Consulting in the firm’s State Government Relations Practice in Austin.
Sheer joins MWC as a vice president after nearly four years as the Texas Retailers Association executive who oversaw the organization’s state and federal legislative, PAC and political activities.

Before joining the Texas Retailers Association, Sheer spent four years as the top adviser to then-Texas Comptroller of Public Accounts Susan Combs on legislative, political and public policy issues. He was chief of staff and chief clerk to former Texas Rep. Craig Eiland, the speaker pro tem of the Texas House. Sheer also served as chief of staff to state Sen. Joan Huffman and served as deputy division chief for then-Attorney General Greg Abbott.
After graduating from Texas A&M University, Sheer began his career managing the finances of the Texas Association of Realtors’ PACs.
