McGuireWoods Consulting Senior Vice President Chris Lloyd was heavily involved in development of the Maryland legislation, advising the Maryland Joint Legislative and Executive Commission on Oversight of Public-Private Partnerships and testifying before the Maryland House Environmental Matters Committee and members of the Appropriations Committee at the request of Lt. Gov. Brown. Chris worked with the lieutenant governor’s staff on both the 2012 and 2013 versions of the legislation.
The McGuireWoods Consulting Infrastructure and Economic Development team has been a pioneer in implementing the use of public-private partnerships to develop infrastructure, beginning with Virginia’s Public-Private Transportation Act (PPTA) and the Public-Private Education Facilities and Infrastructure Act (PPEA), which have served as models for other states. McGuireWoods Consulting also assisted in the conceptualization and passage of P3 legislation that became law in Texas in 2011. Other states – including Arkansas, Florida, North Carolina and New Mexico – are considering adopting P3 legislation based on the Virginia model.
