15. Loudoun receives PPEA for jail expansion
Notice of Receipt of an Unsolicited Proposal for a Public-Private Partnership for Expansion of the Loudoun County Adult Detention Center (Phase II)
Loudoun County, Virginia has received and accepted an unsolicited proposal under the provisions of the Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA) for Expansion of the Adult Detention Center (Phase II). The proposal is for design and construction of a 256-bed expansion of the soon to be completed new Adult Detention Center, including new intake and booking and magistrate’s areas, and expanded administration and staff services areas.
The County intends to evaluate this unsolicited proposal and may negotiate a comprehensive agreement with the private-entity based on the proposal. However, other private entities are invited and encouraged to submit competing unsolicited conceptual phase proposals for this project no later than 5 p.m. on Monday, May 1, 2006 for simultaneous consideration. Proposals must be clearly marked as a “PPEA Proposal for Adult Detention Center Expansion (Phase II)” and comply with the County’s Policy for Implementation of the Public-Private Education Facilities and Infrastructure Act of 2002, which is available at www.loudoun.gov/procurement.

UNSOLICITED PROPOSAL FOR DESIGN AND CONSTRUCTION OF PHASE II OF THE ADULT DETENTION CENTER Supervisor Clem moved that the Board of Supervisors accept the proposal for Phase II of the Adult Detention Center from Howard Shockey & Sons, Inc. for consideration under the Public-Private Education Facility and Infrastructure Act. The motion passed 8-0-1, Vice Chairman Tulloch absent for the vote.
