McGuireWoods Consulting’s Paul Reagan Closes Chapter, Reflects on Firm Values

April 14, 2025

McGuireWoods Consulting’s Paul Reagan has retired after seven years as the director of the firm’s federal affairs team.

Paul worked at McGuireWoods Consulting for a total of 10 years with two hiatuses as he was called back into public service, first to serve as chief of staff to U.S. Senator Jim Webb and then to serve as chief of staff to Virginia Gov. Terry McAuliffe. Paul believes that McGuireWoods Consulting’s emphasis on public service is what makes the firm so special.

“One of the great things about McGuireWoods Consulting is that its leadership places a great value on public service,” Paul said. “The firm supports the decision to go back into government, and I think that is a testament to their values.”

Paul worked on many important issues during his time at the firm, but he says he is most proud of his work with higher education clients, several procurement and economic development matters, and on the realignment of Fort Belvoir in Fairfax County, a complex 2005 project where government relations, land use and public relations intersected.

Additionally, he says the collegiality between colleagues is what he enjoyed most about the firm.

Ryan Bernstein will take over as the director of the federal affairs team on May 1, 2025. Ryan has been with the firm for seven years.

“Ryan is a terrific leader,” Paul said. “He understands how Congress and federal agencies work and holds great relationships on both sides of the aisle, and with many officials in the Trump administration. The firm’s federal team will thrive under Ryan’s leadership.”

McGuireWoods Consulting chairman Mark Bowles commends Paul’s successful career and dedication.

“Paul embodies the true meaning of public servant, and our firm is fortunate to have benefitted from his leadership during a time of significant growth,” Mark said. “Paul has made an indelible mark on McGuireWoods Consulting and on an extensive list of clients that span the country.”
