McGuireWoods Consulting Announces 2025 Promotions

McGuireWoods Consulting is proud to announce promotions of five team members across its federal public affairs team, state government relations team and in-house advocacy team.

  • Scott Binkley, with the federal team, was promoted to senior vice president.
  • Charles Kelley, with the advocacy team, was promoted to senior vice president.
  • Clayton Cox, with the federal team, was promoted to senior vice president.
  • Sara Vernon, with the South Carolina team, was promoted to vice president.
  • Ryan Shacklette, with the Georgia team, was promoted to research associate.

Scott Binkley

Scott Binkley of McGuireWoods Consulting’s federal affairs team has been promoted to senior vice president. Scott has been with McGuireWoods Consulting’s for six years and specializes in the design and implementation of both federal and national multistate public affairs strategies. This year, he aims to help clients navigate the budget reconciliation process and policy changes proposed by the Trump administration. Scott is a Georgia native and says that he enjoys working with nonprofit and public sector clients in his home state. “It’s exciting to see the work we do in D.C. come to fruition with real investment in important, tangible projects back home,” Scott said.

Charles Kelley

Charles Kelley of McGuireWoods Consulting’s advocacy team has been promoted to senior vice president. He has been with the firm for 14 years and anticipates working with issues pertaining to Virginia higher education, data centers and energy this year. Charles utilizes his skills in areas like technology, public policy research and communications to aid clients in land use matters, specifically data center development, renewable development and traditional energy infrastructure. The variety and expansive nature of his work is what he enjoys most about McGuireWoods Consulting. “It allows for a unique merging of my political, technical and creative backgrounds along with insight into an array of different sectors and the issues they face,” Charles said.

Clayton Cox

Clayton Cox of McGuireWoods Consulting’s federal public affairs and state government relations team has been promoted to senior vice president. This year, Clayton’s practice involves helping clients navigate new legislation amid the power shift in Washington, D.C., including the budget reconciliation process and executive orders, to provide the best analysis and outcome for clients. Clayton has been with McGuireWoods Consulting for four years and says he finds it rewarding to drive policy change through devising and executing strategy on behalf of clients. “The collaboration with colleagues and clients who are passionate about their work makes it even more fulfilling,” Clayton said. “We are very lucky to work at a firm that values collegiality and a client centered culture.”

Sara Vernon

Sara Vernon of McGuireWoods Consulting’s South Carolina state government relations team has been promoted to vice president. She has expertise in a myriad of industries including health care, education, energy, technology and real estate. Sara has been with the firm for three years and will be focusing on health care policy, licensure legislation, budget requests and Title Act legislation in the coming year. She said she enjoys many aspects of her work, specifically influencing policy and building lasting relationships. “Having a direct impact on laws and regulation can be very exciting, especially when it’s an issue I’ve grown to love and feel passionate about,” Sara said.

Ryan Shacklette

Ryan Shacklette of McGuireWoods Consulting’s Georgia government relations team has been promoted to research associate. Ryan has been with the firm for a year and has experience in legislative tracking, stakeholder engagement and political research. He also enjoys utilizing data driven decision-making to advance client priorities. “I am most excited about expanding my advocacy on behalf of clients with important government stakeholders,” Ryan said.
