The 33-9 vote Thursday marks the third time in three years that the Senate has voted, by a broad bipartisan margin, to legalize medical marijuana. But GOP leaders in the state House have never allowed it to come up for a vote; House Speaker Tim Moore has said that while he personally supports the idea, most of his fellow Republican lawmakers in the House don’t.
