McGuireWoods Consulting has added Bess Toole, the former chief of staff to the Virginia House of Delegates Majority Leader Terry Kilgore, as a vice president in its Richmond office.
Bess joins MWC from the Leader’s office, where she ran the day-to-day operations and assisted Caucus leadership and members on policy development, communications, and re-election efforts.
Prior to joining the House Majority Leader’s office, Bess served as senior project manager at strategic and media consulting firm POOLHOUSE, where she led project oversight and client management for a variety of political candidates, advocacy groups and corporations nationwide. The firm worked on a number of high-profile races in 2021, including Virginia Governor Glenn Youngkin.
Bess began her career working on various political campaigns throughout Virginia.

Bess received a B.A. from James Madison University.
