North Carolina has a new law to give a school district more flexibility if it has a lot of struggling schools – and the law applies only to Rowan-Salisbury Schools.

ASSOCIATED PRESS: Gov. Cooper unhappy constitution amendments on ballot, not bond
North Carolina Democratic Gov. Roy Cooper said Tuesday the Republican-controlled legislature should have put a statewide school bond package on ballots this fall, rather than several constitutional amendments that he considers “bad government.”
