RICHMOND, Va.McGuireWoods Consulting today announced that Scott Frein has joined the firm as a senior vice president in the firm’s Richmond office.  Frein assists clients on policy and legislative matters with a particular focus on education issues at the federal and state levels.

Atkinson, chairman of McGuireWoods Consulting.  “He is adept at working across party lines and at all levels of government, and his deep experience on a broad range of education policy and legislative issues will be a tremendous asset to our higher education and K-12 clients.”

Prior to joining McGuireWoods Consulting, Frein served as the executive director for policy, advocacy, and government relations for ACT, Inc.—best known for its college admissions exam, the ACT Test. He led ACT’s Washington DC office, and oversaw the organization’s policy development, federal government relations, and state government relations teams.

In the last two years, Frein and his team successfully positioned ACT in two federal statutes and in more than 30 states, launched three policy platforms (K-12, Postsecondary Education, and Workforce Development), hosted two presidential forums in Iowa, and ran a national college and career readiness campaign in 41 states.

Before joining ACT in 2009, Frein was the chief lobbyist for the Council of Chief State School Officers (CCSSO), a membership organization that advocates for and provides professional development opportunities to the nation’s state superintendents of education. While at CCSSO, he was involved in every regulation or law that impacted state departments of education at that time, including the No Child Left Behind Act, Individuals with Disabilities Education Act, Hurricane Katrina, and the American Recovery and Reinvestment Act. 

Frein holds a B.A. in Public Policy and Law from Hobart College in Geneva, New York, and recently completed a Leadership Academy at The University of Iowa, Tippie College of Business in Iowa City, Iowa.  He lives in Richmond with his wife and son.
