Prior to joining McGuireWoods Consulting, Mike served as state director and chief of staff for United States Senator George Allen. As state director, he managed the staff and five regional offices throughout the Commonwealth and worked with individuals, businesses, state and local government organizations who wanted to influence the legislative process or needed help with government agencies or programs.
 
Mike has also served in key roles in state government. He was appointed by then-Governor George Allen as Secretary of Administration, where he oversaw 13 state agencies, including those responsible for procurement, real property, technology and personnel. He was appointed by Governor James Gilmore as Director of the Virginia Department of Information Technology, and served in that post from January 1998 through December 2000.

Thomas also served as an aide to U.S. Senator Paul S. Trible, U.S. Senator John W. Warner and Congressman Thomas J. Bliley, Jr., and helped organize and manage grassroots operations for dozens of state, local and federal elected officials and candidates.
