Prior to joining the firm, Mossos served as senior legal counsel for the Illinois Senate President, John J. Cullerton. He also served several years as assistant counsel to Illinois House Speaker Michael J. Madigan.
 
In these positions, Mossos counseled the Senate President, Speaker of the House, and ranking legislators on a variety of legislative and political matters, including legislation implementing an electric smart grid, providing incentives for developers of renewable energy facilities and clean-coal power plants, and expanding riverboat and video gaming operations. He also frequently represented elected officials in election matters.
 
Additionally, Mossos drafted numerous reform measures aimed at enhancing transparency in government, including open access to public records and improvements to the state’s procurement process. He served as a Freedom of Information Act Officer for the Illinois Senate and has been a frequent lecturer on the topic.
