Virginia Governor Bob McDonnell announced that the Virginia Department of Transportation has entered into a comprehensive agreement with Elizabeth River Crossings to build a new Midtown Tunnel, rehabilitate the existing Midtown Tunnel and the Downtown Tunnels, and extend the Martin Luther King Freeway. The use of the public private partnership model will bring $1.7 billion in private investment to the project.
