“Louis has been on Capitol Hill in various capacities for nearly 18 years and will be a tremendous addition to our Washington office,” said L.F. Payne, president of McGuireWoods Consulting. “His experience, policy expertise and reputation of reaching across the aisle to get things done will be a tremendous asset for our clients and the Federal practice.”

Prior to joining MWC, he was a chief of staff for the U.S. House of Representatives Committee on Science and Technology. Finkel helped advance the Committee’s legislative and oversight agenda while acting as staff director, administrator and the senior policy advisor to Committee Chairman Bart Gordon (D-TN), who’s office he also worked for as legislative director from 1998-2001. He also served as director of policy and outreach for the Committee from 2007 to 2009. During his tenure, the Committee moved 150 bills and resolutions through the House, all of which were bipartisan.

Finkel also possesses valuable private sector experience representing Exxon Mobil before Congress. His duties included legislative advocacy, legislative and policy analysis, strategic planning and other related activities. He also worked for nearly five years as lobbyist with Lent Scrivner & Roth LLC.
