McGuireWoods cordially invites you to join the chief counsels to the House and Senate ethics committees for a discussion on compliance with the congressional gift rules.

House and Senate gift rules now apply to all organizations with in-house lobbyists. If an organization employs even one lobbyist, it is prohibited from making a “gift” to a congressional member or staffer, unless an exception applies. More than ever, entities face thorny compliance challenges in dealing with complex rules originally intended to apply only to members and staffers. In this rare opportunity, you’ll hear directly from the legal officials who advise members and staffers on the rules. In addition to the rules and their exceptions, topics will include:

  • How the congressional gift rules apply to corporations and nonprofits.
  • Practical tools for compliance.
  • Common questions that arise when organizations and lobbyists interact with members and staffers including:
    • When is a gift “from” an organization?
    • What counts as a “gift”?
    • When may organizations pay travel expenses for members and staffers?
