House and Senate gift rules now apply to all organizations with in-house lobbyists. If an organization employs even one lobbyist, it is prohibited from making a “gift” to a congressional member or staffer, unless an exception applies. More than ever, entities face thorny compliance challenges in dealing with complex rules originally intended to apply only to members and staffers.
