The following programs would be created, modified or enhanced under the Small Business Financing and Investment Act of 2009:

1. Small Lender Outreach Program;

2. Rural Lending Outreach Program;

3. Military Reservist and Veteran Small Business Program;

4. Capital Backstop Program;

5. CDC Economic Development Loan Program;

6. Microloan Credit Building Initiative;

7. Small Business Investment Company Modernization (SBIC Program);

8. New Markets Venture Capital Program;

9. Renewable Energy Capital Investment Program;

10. Small Business Health Information Technology Financing Program;

11. Small Business Early-Stage Investment Program; and

12. Small Business Disaster Loan Program.
