Virginia is among only a few states to hold off-year elections. In 2009, voters will elect a new Governor, Lt. Governor, Attorney General and all 100 seats of the Virginia House of Delegates. In addition, a special election will be held in February to fill the position of Chairman of the Fairfax County Board of Supervisors vacated by newly elected Congressman Gerry Connolly (D). 
 
Fairfax County, located in Northern Virginia outside Washington, D.C., is Virginia’s largest jurisdiction with over 1.1 million people. It contains the state’s major economic center and is home to a mixture of technology companies and professional services firms.  The leading candidates for the chairman’s seat are both currently members of the Board of Supervisors — Sharon Bulova (D-Providence) and Pat Herrity (R-Springfield).
