Terry Haines has joined McGuireWoods Consulting as Senior Vice President in the firm’s Federal Government Relations group, and McGuireWoods LLP as a Partner. He will provide clients with insight on many matters including government relations, regulatory matters and corporate governance, and has worked closely with many of the world’s leading companies in the financial services, telecommunications and high-tech sectors.

Haines has been a senior public policy maker in both Congress and the Executive Branch. He was chief counsel and staff director of the U.S. House of Representatives’ Committee on Financial Services under Chairman Michael G. Oxley. He spearheaded the enactment of many landmark laws including Sarbanes-Oxley, the USA PATRIOT Act and the federal terrorism insurance backstop. He was the chief congressional investigator in matters including Enron/Andersen, WorldCom, and Wall Street IPO practices.

Haines also served as Chief of Staff to the Chairman of the Federal Communications Commission during the George H.W. Bush Administration, where he helped develop the FCC’s deregulatory policy agenda and served as the White House liaison. He was also senior Republican counsel to the House Energy and Commerce Committee and served as chief advisor on the subcommittee that oversaw securities and telecommunications issues.

His private sector experience includes a 10-year period with the two boutique government relations firms in Washington, and chief legal officer and counsel for the eastern division of Tele-Communications, Inc., then the nation’s largest cable company.

Before joining McGuireWoods Consulting, Haines was a shareholder and director of federal government relations in the Washington, D.C. office of Buchanan Ingersoll & Rooney PC.
