On August 15th, North Carolina's Governor Pat McCrory vetoed two bills that were pending final approval from him. This week lawmakers overturned those two vetoes, immediately turning both of the vetoed measures into session law.

Special Edition of the NCGA Week in Review
This morning the House announced their comprehensive tax reform plan. The plan would reduce personal and corporate income tax rates while expanding the sales tax to cover more services. Under the plan, there would only be a single income tax bracket, and the sales tax would be reduced from 6.75 to 6.65 percent. Automobile repairs, warranty contracts, and several other services would be subject to sales tax under the plan.

On Tuesday, July 17th, candidates in fifteen races contended for their party's nomination for the 2012 November General Election. The primary runoff is a result of the May 8th primary election, in which districts had no candidate receive at least 40% of the vote. The two highest vote-getters of the primary were eligible for the runoff.

NCGA Week in Review: June 11-15
On Thursday, the Senate gave final approval to its version of a $20.1 billion state budget which had significant differences from the House version. Budget writers from both chambers now have to hash out a compromise plan before sending the budget to Governor Bev. Perdue. Perdue, who has already reviewed both versions of the budget, is likely to veto the budget for the second year in a row. In 2011, the Legislature overrode her budget veto with the aid of five House Democrats.

On Wednesday, the House approved a $20.3 billion state spending plan. The Republican penned proposal was backed by five Democrats. Reps. Lt. Governor Walter Dalton gained 46 percent of the Democratic Primary vote to defeat former Congressman Bob Etheridge. By securing more than 40 percent, Dalton avoids a run-off and will now face former Charlotte Mayor Pat McCrory in the General Election in November. McCrory, who had no serious opposition, captured 83 percent of the vote in the Republican Primary.

Thursday, House budget writers rolled out pieces of what is likely to be a $21 billion budget proposal. Budget leaders held several subcommittee meetings to lay out spending proposals for the second year of the two-year state budget that takes effect July 1. The subcommittee proposals will then be sent to the House chief budget writers, who are hopeful that a budget proposal can be voted on next week on the House floor.
