In the 2013 legislative session, a bill modeled on the Virginia PPEA statute, has been introduced with broad support to introduce the P3 concept in Arkansas.

Florida
Florida has long had one of the most robust P3 programs in the country. The Florida Department of Transportation was a pioneer in outsourcing highway maintenance and in using solicited and unsolicited proposals to develop new transportation projects. Now, Florida is considering comprehensive social P3 legislation that is based on the Virginia model.

Kentucky
After failing to adopt transportation P3 legislation in 2011, Kentucky is again looking at the issue in 2013.

Maryland
Over the past decade, Maryland has been using various forms of public-private partnerships to accomplish pressing infrastructure needs. In 2010, the General Assembly created a commission to provide direction on how these projects should be managed. One of the Commission's goals is to create a consistent, repeatable, and predictable statutory framework for PPP transactions. It is likely that the Virginia PPEA law will serve as a model for what Maryland will advance. Because of our national expertise, the McGuireWoods Consulting team has been actively assisting the Commission's work, including meetings with Lt. Governor Brown and presentations before the Commission in October 2011. Materials about the Commission and its activities are below:

North Carolina

On September 1, 2011, Senate Bill 1048 became law. Modeled on the Virginia PPEA, this bill brings a uniform, repeatable, and transparent method for achieving public private partnerships in Texas. NC Governor McCrory Signs Landmark Wind Energy Legislation
On Friday, May 17, Governor Pat McCrory signed five bills into law, including a landmark wind energy bill that creates a framework for the establishment of wind energy facilities in North Carolina.
